The E-Consult Workgroup includes payers, providers, state policy leaders, and patient advocates seeking to expand the adoption and use of e-consult. The Workgroup’s members of over 100 organizations actively use and/or support e-consult programs. The documents and tools included in the Toolkit are provided by our Workgroup members.

2020
The October E-Consult Workgroup webinar This month’s webinar started with a review of our work in 2020 and a look forward to our remaining goals. We also introduced our Clinical Advisors, Delphine Tuot, MDCM, MAS of Zuckerberg SF General Hospital, Greg Buchert, MD and CEO of GSB Health Management Solutions. and Paul Giboney, MD, Associate Chief Medical Officer of Los Angeles County Department of Health Services. Delphine Tuot also spoke about the lessons learned from local eConsult implementation efforts and then we discussed how to refine the E-Consult Workgroup priorities for 2021 with our members and Clinical Advisors. The September E-Consult Workgroup webinar featured Dr. Shalina Nair and Candy Magaña of the Ohio State University (OSU) Wexner Medical Center who discussed the OSU’s Clinical Transformation in Technology Framework and its utilization for the implementation of OSU’s e-consult program, which includes 18 specialties. In addition, Dr. Alpesh Amin, Chair, Department of Medicine, UC Irvine School of Medicine presented on UC Irvine Health’s e-consult implementation and its extension to the two FQHCs that it operates. August E-Consult Workgroup Webinar This month’s webinar started with an insightful presentation by Danielle Oryn, MD, CEO of Redwood Community Health Coalition(RCHC) about an e-consult pilot initiated in April 2020 to address the lack of specialist care access providers were experiencing during the pandemic. Then Stanley Dea, MD of LA County Department of Health Services presented a review of LADHS’s e-consult system data analysis tools followed by Stanley K Frencher, Jr. MD, MPH, CEO of HubMD who presented a published analysis of Inland Empire Health Plan’s use of e-consults during the pandemic. July E-Consult Workgroup Webinar This month’s webinar started with presentations by Grace Song, MD, CA Correctional Health Services Deputy Medical Executive and Stanley Frencher, Jr., MD, CEO of HubMD on increased e-consult use for correctional healthcare since the COVID-19 surge. Then Aasta Thielke, MPH from the Center for Evidence-Based Policy, gave a detailed presentation on the research methods and conclusions of her report titled “Electronic Consultations (eConsults): A Triple Win for Patients, Clinicians, and Payers.” Watch the Webinar video or view the Webinar’s presentation slides.
June E-Consult Workgroup Webinar For the June Webinar, Peter Yellowlees, MBBS, Md, Chief Wellness Officer and Professor of Psychiatry at UC Davis, gave an detailed presentation on the use of sychronous and asynchronous telehealth during the pandemic, which brings benefits to both patient and provider mental health. Tom Manning and Joel Gray of Anthem Blue Cross discussed the expansion of e-consults for safety-net centers througout California and Jennifer Stoll of OCHIN and Joy Burkhart of 2020 Moms briefed the Workgroup regarding two California laws that will impact e-consult use. May E-Consult Workgroup Webinar This month’s webinar featured Salman Ahmed, MD, MPH and Mallika Mendu, MD, MBA, of Brigham and Women’s Hospital, who presented their unique study which applied novel metrics to assess e-consults’ utility and appropriateness. April E-Consult Workgroup Webinar Presentations and discussions for this webinar included how hospitals, correctional institutions and long-term care (LTC) facilities for older adults are using e-consults to address COVID-19. LTC facilities are also using e-consults to support telehealth triage to reduce COVID-19 exposure risks from hospital and ER visits. Review the Webinar’s presentation slides.
March 26th E-Consult Workgroup Town Hall This webinar included a presentation by Michael L. Barnett, MD, Harvard T.H. Chan School of Public Health about his CNN article that explains telehealth to consumers and notes that “the type of virtual care to think about if you need to see a new specialist is an eConsult.” In addition, the webinar included a review of policy updates related to COVID-19 in California as well as other states. March 13th E-Consult Workgroup Webinar: Response to COVID-19 This special webinar, focused on e-consults’ ability to support COVID-19 clinical and operational needs, included information from RubiconMD as well as presentations from Daren Anderson, MD, ConferMED director and Micheal Wasserman, MD, California Association of Long Term Care Medicine. The webinar concluded with a discussion of e-consult policies in place and under consideration, as well as the Workgroup’s current needs and priorities for addresssing COVID-19 with e-consult. March 4th 2020 E-Consult Workgroup Webinar In Colorado, Kaiser Permanente Foundation’s community benefits support a Safety Net Specialty Care Program that provides community health clinics with e-consult access to 100 Kaiser specialists. This months members of the program’s team, including a health specialist, project coordinator and medical directors, presented the programs details and best practices.
February 2020 E-Consult Workgroup Webinar This month Sarah Ackerman, PhD, MPH of UCSF, presented two research projects focused on assessing patient perspectives about e-consults. For the first study patient focus groups at 5 of the CORE program’s academic medical centers (AMC) were educated about e-consults and then expectations and anticipations were discussed. The second study surveyed patients at 9 AMCs about their e-consult experiences. Both studies included postive conclustions; in the first patients expressed overall enthusiasm and in the second 99% of respondents agreed with their PCP’s decision to use e-consult for specialist advice.

December 2019 E-Consult Workgroup Webinar: Presenters for this month’s webinar were Willam Kinder of Partnership Healthplan of California(PHC) and Leslie Warner of Shasta Community Health Center’s telemedicine department. Kinder described how PHC supports provider adoption through telehealth coordinator support grants, a full-time PHC support team, and PHC-hosted telehealth coordinator forums. Warner discussed how Shasta, which has implemented PHC’s e-consults, addressed provider adoption resistence throught CIO support, Board of Director approvals and engaging a clinical champion.
November 2019 E-Consult Workgroup Webinar: This month’s webinar included a presentation by Dr. Kim Nguyen of LifeLong Medical in Berkeley, CA on her experience using e-consult as a primary care provider.
2019 E-Consult Workshop Recap: The recap of the November 5th, 2019 E-Consult Workshop includes highlights of each speaker’s presentation along with links to their slides. The primary topics of the workshop included the following:
